Christophe Favergeon bfee0b9c02 CMSIS-NN: Added reference C code for arm_avgpool_s8.c and tests 
Tests are integrated in CMSIS-DSP test framework.
Reference code is based upon CMSIS-NN original average pooling and it is
not based upon TF Lite.
